Subject: [Discuss] Allow all users who have Committed to the project to run CI
without Approval

Recent moves by Apache Infra have changed the policy on github actions from
"Only requires approval first time" to "Requires approval every time".
I think this is a big step backwards in terms of getting folks involved in the
project and in terms of the amount of committer busy work required
to validate new pull requests.

I've created a new Infra ticket
https://issues.apache.org/jira/browse/INFRA-24400 to change our behavior back
to the old standard.

I'd like to make sure folks are generally in favor of changing the default
back, please respond to this thread if you are in support of
going back to "Only requires approval first time" or if you don't believe this
is a good idea please respond as well.

Thanks for your time,
Russ
