You can run ant test on a dev box; it currently takes 4-5 hours though until we
get the parallelization scripts cleaned up.
But our current policy is that committers always run through tests
unconditionally before commit; in the past, when some breakage has slipped into
trunk, it has been a pain to get back to a clean state since people start to
assume that any failure is a known failure (so more and more breakage trickles
in).
