https://www.rfc-editor.org/rfc/rfc9110.html#section-4.2.4 is not about HTTP(s) URIs in general, but what should happen WRT userinfo in an HTTP message (be it in the target URI) or a field value. As such, implementing the constraints in the URI class may be the wrong approach.
