Looks pretty good to me. I'd suggest a slight edit #3:

Once a contributor shows a consistent history of participating in the
development process or community *and has demonstrated that they understand
the development process and standards can be trusted with commit access*, a
Committer should nominate them to the Apache Geode PPMC for consideration
to become a Committer.

I would remove #2 - it's a good point, but it's not really helping someone
understand what the criteria are for becoming a committer
