Hi Sergey,

You make a very good point, I got a bit trigger happy when I got 3 binding +1s. 
 

This change doesn't fit neatly into one of the categories on the by-law page, 
but it is a big change, so I will leave the vote open for another day (3 in 
total) in case there are any dissenting opinions.
