After introducing automatic fencing with FLINK-7078, we have to port the
{{ResourceManager}} to use the {{FenceRpcEndpoint}} class. This also includes
introducing a proper {{ResourceManagerId}} which replaces the {{UUID}} as
leader id/fencing token.
