I thought it wouldn't allow transcoding the fonts so they could embed them, but 
does it also not allow embedding SWF resources? I know that I came across lots 
of projects, where the graphical resources were provided by an SWF that was 
simply included as a resource.

Falcon doesn't support embedded fonts at this time, so all font workflows
are loading fonts at runtime.
