Seems to me there are two issues. The installer changes to support the 4.14 SDK, and the 4.14 install itself.
If you are only interested in testing theSDK, use the Ant-based method to install the binaries.
By all means we do need to test the installer changes too, but there is no reason why though should be holding up the SDK testing, and adding extra options to the installer is just going to make it more fragile than it already is.
