Please see [1]. I don't accept the veto, as I don't see how changing a
wiki text is against Apache policy.

I've reworded the sentence to make it's intention clearer. It's a
practical one statement, meant to help an RM avoid starting a release
that nobody else cares enough about to help with. At the same time, it
is meant to help the community - and especially the PMC - by not being
'forced' to deal with minor releases they may not have time to
properly check out and vote on.
