Ok, I didn't study the details but I agree that you cannot carry over votes from one release candidate to the next, for example, without voters individually and explicitly indicating that you can do so. This is one thing where you need to have a correct archive of who voted +1 on what. Note that casting another +1 is actually less typing than saying "yes you can carry my vote over" ;-) -Bertrand
