Well, the RM should pull back if a serious issue appears even after the vote is 
closed.  IIRC, you and I pushed hard for Justin to not release something 
because of late breaking issues even though it had the votes.  The problem for 
me is that, if a potentially important legal/IP issue is raised, as an RM, I 
don't feel like I can ignore it.  It just so happens that Justin has found the 
time to re-scrub some our files and found issues.  Hopefully this sort of thing 
won't happen for future releases because his scrubbing will be thorough enough 
this time.
