You are right, the initial mail says " to send out to all committers", 
but then I got mistaken by the first sentence:
 " We've noticed that you have not contributed to the project in a while".

   I don't understand why the email needs to be sent at all.
If people are already committers, presumably they have done something 
worthwhile at some point to elevate to that level.  Why are we bugging them?
