I see your point.

So maybe we should remove the first sentence "we have noticed you have been 
doing nothing for a while" 
And maybe simply describe the situation and ask if people are still interested 
in the project, and the areas where help is needed.

Also, I think it's important, as Justin said,  to send the email privately and 
request that people *answer* quickly to the email.

Maybe we should send to ALL committers, so that no-one feels "uncomfortable" 
with that.

  I'm not sure what to expand upon beyond what I have already stated.  
By signing the email as the PMC it gives the impression of "We're doing stuff; 
why aren't you".  At least that is how I interpreted the draft.

  I do not believe that is a good foundation to garner more contributions.
