Yes, you need to be the owner or a designated admin to be able to do these
things.  Someone from Infra probably has those rights.

These repos are supposed to be one way mirrors, I.e they reflect the state
of the project by mirroring the official apache based repos.

There is no way we will be able to handle these pull requests on the
mirror.  If they allowed that, then they are not read only mirrors anymore.

Best option would be to document this on our get-involved page.
