Update net/sfc base driver to provide a new stats available on XtremeScale X2 (aka Medford2) NICs. No new code is required in net/sfc PMD.
HLB_IDLE and HLB_TIMEOUT stats are useful for packet drops and performance investigations. There are few checkpatches.sh warnings due to coding style difference in base driver.
