Also changed the last sentence from
        the MAINTAINER file should note that the library contains EXPERIMENTAL 
APIs.
to
        the MAINTAINERS file should note the EXPERIMENTAL libraries.
Indeed, the practice is to note only new libraries as experimental in
the MAINTAINERS files.
