The articles on the University of California systemare probably the
most useful context, for example;

As UC goes, so goes most of the country. (It is 3 1/2 times larger than
the SUNY system and is more than 10 times larger than all but a few
spread throughout CA, OH, GA, FL, NY and TX.) These few together
pretty much define academic testing requirements to the SAT and ACT
organizations, for all the smaller institutions with little choice in the
matter.
