It really depends upon any loose ends (unfinished code) being wrapped up, testing and documentation being performed, and a hundred little things being aligned to get it to a releasable state. It requires a team effort, and getting enough volunteers together with substantial overlapping free time is difficult to say the least. Of course, a greater number of volunteers helps spread the burden.
