    key point here is that you'll *only* not have docs if:
    
    - you are building from git checkout (all release tarballs will have inline 
docs prepared, even if locally you don't have sphinx)
    - you don't have sphinx (& latex) available to the configure/make tools
    
    We should consider the case that at some future point our "latest" 
documentation will include significant bigcouch or rcouch features that are not 
present in the current build you have to hand.
