For now I would start by forking and updating the existing one, or create a
totally new one
This is the minimum a platform needs
https://github.com/apache/cordova-test-platform

You can add any platform to your project even if not listed in cordova-lib,
so that wouldn't need to change for now.

You can also check this complete 3rd party platform
