According to the definition here[1]: 

"ALC comprises local groups of Apache (Open Source) enthusiasts, called an 'ALC 
Chapter'. 
There will be a single ALC chapter per town/city.

ALC is similar to Google Developer Group, Facebook Developer Circles, Mozilla 
Reps.”

My experiences with ALC chapter are mainly from attending offline events like 
meetups and local conferences organized by ALC Beijing. I think it’s mainly 
about creating a space(online and offline, especially offline) for local open 
source contributors to meet in person, also as a way to promote The Apache Way.
