You mean by changing to "strives to be meritocratic" instead of "is meritocratic" in CO40 at [1] ? I have no problem with that - I tried to use active voice and simple constructs in the original draft of that Maturity Model (which has since been improved with contributions from great comdev people) but didn't think hard about that nuance, so no worries about changing it. Right now I see it says "is meritocratic" but if you want to change I have no problem with that. What might help is defining what meritocracy means to us.
