Along this line - self-evaluation - sometimes ago I designed a methodology
and a tool for that, mostly based on QSOS (*).
Recently it has been distributed with an open source license, and more
important it has been generalized so that it could be used to run
different  methodologies (included extending the original one).

Another set od useful resources for measuring open source are Grimoire
metrics tools (**), partially included in Apache Allura.
