Apache policy does not forbid releasing on a predictable schedule.  Projects
are already free to release quarterly, monthly, or even weekly if they choose.

We should not be attempting to adjudicate whether ad hoc or scheduled
releasing is "better" at the Foundation level.  Both are well-established
practices, with adherents who make reasonable arguments about community
impact.  Neither methodology has any claim on the "Apache Way".

What we are grappling with here is the impedence mismatch between
*high-cadence* scheduled releasing, and policies and traditions at Apache
which pre-date its rise.  What can we do to make life easier for projects that
want to release weekly?
