That paragraph has been there for years; it is not a guarantee that the referred documents actually contain "general instructions valid for all components". What is (almost) certain is that the instructions embedded in a component's source directory worked for the last release of that component, and were probably updated during the preparation of that release. [Those updates were made necessary because the "general" instructions (and in the past there were several sets of them) actually did *not* work for all components.
