I'd suggest flattening the layout of the site and putting all components at the same level (proper, sandbox, dormant): http://commons.apache.org/foo/ http://commons.apache.org/bar/ instead of: http://commons.apache.org/proper/commons-foo/ http://commons.apache.org/sandbox/commons-bar/ This removes the step of moving the files on the site when a component is promoted. The index page at http://commons.apache.org would still differentiate active (proper), dormant and experimental (sandbox) components. Dormant and experimental components would get a red banner at the top of their index page stating their current status.
