Looks as if we haven't promoted that may components lately. Basically
you need to ensure you are able to get three PMC members to vote on a
release, so the process is to start a vote about promoting the component
and this vote is subject to "Majority Approval"[1].

At least that's what I remember and [2] seems to agree with
it. Strangely I can't find this documented anywhere either.
