I believe the necessity of having 3 PMC votes for a release is an Apache-wide requirement, having to do with project oversight, and legal indemnification.
See http://www.apache.org/foundation/voting.html for the formal voting rules for the ASF. It's a leap of faith because I trust that you (and Luc) take extreme care in what you do. This kind of trust is sorely missing in other circumstances. Also, concretely, I think that the requirements could be relaxed for a bug-fix release.
