It looks odd to me for an enhancement request title to use the past tense, as the action has not yet happened. It seems to me that typos and grammatical errors should be corrected in issue titles, as they form part of the release notes and the website. As far as tracking is concerned, surely it would be better to add a comment to the PR which includes a link to the JIRA issue. This shows that the PR has been picked up as well as making it easy for people reading the PR to find the JIRA issue.
