Well, look the discussion here:

To my knowledge infra has setup the test instance and we have been
asked to copy from the test instance to the production instance,
because importing is not straightforward. We can still ask to
re-activate the test-instance - somebody around here has already had
that discussion and probably he can answer with an advise
Otherwise I would simply start to go on, it has taken too much time already.
