It looks like the README instructions for building procrun on Windows
are wrong, as there are no .x86 files. Now fixed (I hope)

Right. The check similar to BUILD_CPU should be done in that
case to deal with possible upper/lower cases.
I don't know if casing is standard on all versions, so it may be
necessary to check both.
This check is somehow useless. The target should be specified
according to the compiler itself.
