The very purpose of this branch is NOT to provide any classes/package 
implementations.  ;)

Historical oddity:  previous logging releases have occurred using this group 
ID; since this pseudo-release is intended to allow users to supercede other 
logging releases, forcing the use of this empty jar, the same group ID is 
needed.  If further commons-logging releases are made in the "correct" group 
(o.a.c.) I assume an o.a.c.logging-0.0.0-EMPTY release would have to be made 
then as well.
