The CCLA really mainly covers you.  Your ICLA is all that is needed in
the end if you are certain Red Hat is OK with you committing the code
here.

It is not strictly necessary and if you are comfortable without a
grant, then I'm with Mark that we shouldn't require more paoerwork
than is needed.
