But getting commit access is a time consuming task, esspecially if you work for sandbox components. You better start with proper components where most comitters have much attention, grow into the community and then work at sandbox components. Sandbox stuff draw not too much attention from the comitters, this is the problem for contributors. For example, i started to contribute to compress (which was a sandbox component till friday) before years and I am still a contributer. Well, fun counts and you should not set the comitter acess as your main goal, but the success and elegance of the API you work on. At least you'll have to invest some time. If you start you better take a long breath and learn to be patient :-) The API you proposed itself looks interesting - can you explain the main differences to chain?
