tools: fix Dockerfile
Build a docker image did not work anymore for various reasons. This is how
I fixed it
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/resmo/cloudstack fix/dockerfile
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/cloudstack/pull/1769.patch
To close this pull request, make a commit to your master/trunk branch
