I think this has to do with restarting a egress default allow network with
existing egress rules.
When my network had an existing egress rule for port 22 and I restarted the
network, none of the egress iptables rules were created.
But, if I delete the existing egress rules, restart the network, egress
rules chain got created.
restarting a default egress deny network works fine.
