We have started a vm created ourselves using a vhd in the local Primary
storage successfully. The path of this vhd is like this:
\\192.168.1.80\Primary\fadc6026-3ab1-4b99-836a-c922070fb52a.vhd.
The event pasted in my last email comes from the log manager in hyperv host.
In the Mgmt. server log, the mgmt. server will stop the ssvm caused this
failure.
We also check the source code of the hyperv agent. The error may be caused
by the code in DeployVirtualMachine in WmiCallsV2.cs:

Hi,
To rule out SMB issues, in the global config can you enable true to create
systemvmvm's on local storage?
It will try to create systemvm;s on local storage.
Please look at the agent log in the log manager in hyperv host to find the
root cause for the ssvm start vm failure.
You can post the same logs of hyperv agent and mgmt. server log failure.

We have worked on this problem 3 days, and setup the new zone again and
again. But we still can not solve this problem.The Agentshell.exe is build
in our development environment.
