Package refers to a .deb or a .rpm, the packages used to install. Normal users never have to deal with them.
Since you're not developing, you can get them from the website and install as a normal user would, but to create them look in the 'packaging' directory, there's a script for ubuntu(debs) and one for centos (rpms).
