I have seen quite a lot of confusion about the new systemvm templates on these mailing lists, would it be possible for you to file a bug and state where the new systemvms need to be downloaded from? A quick search found this: https://issues.apache.org/jira/browse/CLOUDSTACK-3355, which isn't exactly the issue.
