repository (it’s the generic Apache 2.0 boilerplate and it omits the usual

   The threat-model link currently points to 
`apache/cloudstack/blob/main/THREAT_MODEL.md`, but that file does not exist on 
`apache/cloudstack`’s `main` branch right now, and the referenced 
`apache/cloudstack#13293` PR is closed. As written, readers/scanners will hit a 
404; consider adding a working fallback link (e.g., the PR/discussion) and 
softening the claim that it “resolves once … lands”.

   This repo consistently uses the standard multi-line ASF license header in 
tracked files (e.g., Go sources and GitHub workflows). Using only a one-line 
SPDX tag here is inconsistent, and it’s also the reason this file is being 
added to `.rat-excludes`. Consider using the standard ASF header (optionally 
including SPDX inside it) so the file can be scanned normally by RAT.

Review Comment:
   Excluding `AGENTS.md` and `SECURITY.md` from RAT means future license-header 
regressions in these files won’t be caught by CI (this repo runs Apache RAT in 
`.github/workflows/rat.yaml`). If you switch these files to the standard ASF 
header format, you should be able to remove these exclusions and keep policy 
docs covered by the RAT check.
