There are many people waiting for a 4.1 release *they can use*. There's nothing to stop end users from grabbing the 4.1 tree in its current state and running with that. The code is out there. What they're waiting for is a signal from the project that "it's ready." I think releasing before we're there harms the project and has many potential pitfalls for the end users who are currently waiting for the release.
