After investigation, Florian has found the problem:

The dropdown initially only contains actions that will fail if you are not
an admin. So, normal users should at first stay away from the dropdown and
just click on the left part of the "Create" button. This opens the usual
bug report dialog.

Screencast for reference: https://youtu.be/gq6jsM6TPJA
Usually, button dropdowns contain at least the same action as the button
itself, but it is not set up this way here. I hope not too many people give
up on reporting bugs, but I guess we will never know.

Thanks a lot Florian for figuring this out!
