I don't think that's an issue. We're not going to immediately make an RC
available for voting. All of these improvements benefit Avatica and
Calcite and since Avatica isn't worked on as much as Calcite, they are
very much appreciated! Please take your time, there's no need to rush
and we will make the RC available for voting when things are ready :)

As discussed in the thread for releasing Calcite 1.43.0, it would be a
good opportunity to release Avatica 1.29.0 first, so that Calcite can
receive the dependency upgrade.
I propose we work towards getting the following PRs into the release:

This one hasn't had any activity, but the change seems relatively small:
