As discussed in the thread for releasing Calcite 1.43.0, it would be a
good opportunity to release Avatica 1.29.0 first, so that Calcite can
receive the dependency upgrade.
I propose we work towards getting the following PRs into the release:

- https://github.com/apache/calcite-avatica/pull/313
This one hasn't had any activity, but the change seems relatively small:
- https://github.com/apache/calcite-avatica/pull/310
Would community members be able to help review and provide their
comments on those PRs?
