I believe this is part of the "APPENDIX: How to Apply the Apache License to Your Work", which is an informational section. From what I’ve observed, some projects retain it as-is (e.g., Apache Spark), while others choose to remove it. Perhaps someone with a deeper understanding of the license can clarify this point.
