Hello!

I'm adding my +1 (binding) now that I've had a chance to validate this
RC a bit more thoroughly!

I built and tested parquet-mr with Avro 1.11.2, as well as a couple of
internal Java projects.  I didn't run across any failures or
incompatibilities!  The Java japi-compliance-checker reports 99.9%
source and binary compatibility (and it appears that the only breaking
change is hidden in the maven plugin.

I have some *very* rudimentary C# and python tests that passed.

The vote closes in about 40 minutes, and we have enough binding votes
to release... however, if anybody wants more time to continue
checking, please let me know (I think it would be fair).
