We have the exact same problem in Apache Calcite. People get the impression 
that “contributor” is some kind of achievement within the Apache hierarchy - 
it’s not, it’s just a JIRA concept - and it creates friction for people who 
want to contribute. (After all, I think we want people to log a JIRA case 
before they start work on significant tasks, so that others can advise whether 
it is an appropriate direction to go in; and we want them to assign the case to 
themself to indicate that they are actively working on it.)

It would be great for Arrow if we can find a solution that reduces friction; 
and I think other projects might benefit too.
