The way I recall it, it was to stop ongoing maintenance of the hard-coded
default exclude list, since it's something that changes too often, and can't
grow on to include all non-user files generated by editors, SCM systems, etc...

We can't remove files from the list from BC reasons, but we shouldn't grow it
any longer either, and thus the <defaultexcludes> task was born. Gives the user
all the flexibility he needs.

Sure CVS and SVN are "special" because they are the main OSS SCMs, but mainly
they were added before <defaultexcludes>. Add Hg to the list if you really want,
but I don't view this change as necessary given what you can do with Ant 
already.
