I was assuming that Ant should ship with general excludes that are not specific
to a build process, and that <defaultexcludes> would add locally meaningful
patterns only.

I guess the motivation was that CVS and Subversion are represented already, and
what makes these more important than other systems? Simply popularity, or is it
just that they were added before a consensus formed to freeze the default list
and cannot now be removed for compatibility reasons?
