I do not think it needs to say local. <attribute/> does not say local. Remember, <define/> creates a string that is global. But every execution of <define/> associates the name with the new string for the scope of the <macrodef/> just like an attribute name associate the name of the attribute with its value for the scope of the <macrodef/>
